Umbal City is a mid-sized city where the Gym Leader assumes leadership of the city Gym. The towns previous gym leader seemed to abandoned the town without any warning, and as a result many residents are skeptical of the new gym leader. The town also faces problems with disruptions from a gang known as the Rough Riders. Mayor Dalton is the long time elected Mayor of the city.
The player is able to spend money to construct buildings that will provide passive income by talking to the Architect in the Town Hall.
On reaching Gym Rank 2, the Commercial District in the northern part of the city will open up, granting access to Umbal City Mall and more building slots.
